CBD Cosmetics
CBD cosmetics combine hemp extracts with traditional skincare ingredients for external use. Unlike CBD oil, which you ingest, CBD cosmetic products work through the skin. They contain cannabis sativa oil, the plant-based extract from the hemp plant that has no psychoactive effects and does not enter the bloodstream when applied topically. The range currently includes a CBD lip balm from Jacob Hooy, a Dutch herbal brand that has been offering a line of natural skincare products containing hemp for years.

How do CBD cosmetics work?
CBD in cosmetics is applied topically and penetrates the outer layers of the skin. The skin contains cannabinoid receptors (CB1 and CB2) that are part of the endocannabinoid system. When applied topically, CBD generally does not enter the bloodstream; it acts locally in the skin layers where it is applied. This is a key difference from sublingual or oral intake of CBD oil or CBD capsules, where the substance is absorbed systemically.
In the Netherlands, CBD cosmetics are subject to the European Cosmetics Regulation (EU Cosmetics Regulation 1223/2009). Products must meet safety requirements and may not contain any medical claims. Cannabis sativa oil, the botanical name for hemp extract, is a permitted cosmetic ingredient in the EU as long as the THC content falls within legal limits.
Jacob Hooy CBD Lip Balm
Jacob Hooy’s CBD Lip Balm is a solid lip balm made from plant-based oils and waxes. Jacob Hooy is a Dutch herbal brand with a long tradition in health food products and has expanded its line of CBD skincare products in recent years. The lip balm is UV-resistant and contains 4.8 grams of product in a 12-ml stick format.
The formula consists entirely of plant-based and organic ingredients: castor oil, coconut oil, beeswax, jojoba oil, cannabis sativa oil, rice wax, palmitic acid, stearic acid, vitamin E acetate, soybean oil, shea butter, olive oil, calendula extract, and tocopherol. It contains no synthetic fragrances, colorants, or preservatives. The balm’s green color comes from the hemp extracts and leaves no visible residue on the lips.
CBD cosmetics versus CBD oil: what’s the difference?
CBD oil taken sublingually works through the bloodstream and the endocannabinoid system throughout the body. CBD cosmetics work exclusively topically on the skin. The applications are therefore complementary: those who want to use CBD internally as a dietary supplement should choose oil or capsules; those who want to utilize the skin-nourishing properties of hemp extracts should choose cosmetics. There is no interaction or overlap in effect between the two forms.
Storage and Use
Store CBD cosmetic products at room temperature, away from direct sunlight and heat sources. Solid balms may melt at high temperatures. The lip balm is suitable for daily use and can be applied as often as desired. Keep the product out of reach of children under three years of age.
Frequently Asked Questions About CBD Cosmetics
Does CBD lip balm get you high?
No. CBD cosmetic products contain cannabis sativa oil without psychoactive THC. They do not cause any change in consciousness or perception. The products are legal in the Netherlands and comply with European cosmetic guidelines.
Are CBD cosmetics suitable for sensitive skin?
The Jacob Hooy lip balm contains only plant-based ingredients and no synthetic preservatives or fragrances, making it suitable for people who prefer natural skincare. If you have known allergies to any ingredients in the formulation, such as beeswax or soybean oil, we recommend checking the ingredient list beforehand or performing a patch test.
What is the difference between cannabis sativa oil and CBD oil in cosmetics?
In cosmetic ingredient lists, hemp extract typically appears as "cannabis sativa oil" or "cannabis sativa seed oil." The first variant is an extract of flowers and leaves and may contain cannabinoids such as CBD. The second is cold-pressed hemp seed oil, which naturally contains no significant amounts of CBD but does contain omega fatty acids and vitamins. Both are plant-based and safe for topical use.
Where can I find more CBD products?
In addition to cosmetics, Dutch-Smart carries the full CBD range, including CBD oil from Wedihemp in four concentrations, CBD capsules in 2.5% and 5% strengths, and base products for making your own CBD oil.
